The National Fund for Environmental Protection and Water Management (NFOŚiGW) has announced a call for applications for funding, concerning electricity and heat storage facilities, financed by the EU Modernisation Fund.
NFOŚiGW has announced that the programme ‘Electricity storage facilities and infrastructure supporting the stability of the Polish electricity grid’ will start on 04.04.2025. The programme will provide funding for the construction of electricity storage facilities with a minimum capacity of 2 MW and a capacity of 4 MWh, which will meet EU standards for safety, fire protection and approval. The programme will also support the construction of a grid connection, associated infrastructure, as well as the configuration and adaptation of the storage, including BMS and EMS systems, mapping to monitoring systems, remote access to the equipment and certification in line with EU requirements.
Programme budget
The programme’s budget will amount to as much as PLN 4.15 billion, of which the majority of funds (approximately PLN 3.6 billion) will be available in the form of non-refundable grants of up to 45% of eligible costs. In addition, it will be possible to obtain a loan on preferential or market terms to cover up to 100% of eligible costs. In the case of preferential loans, the interest rate will be WIBOR 3M + 50 bp, but not less than 1.5% per annum.
Changes to the programme after public consultation
A number of comments and suggestions were made during the consultation on the programme ‘Electricity storages and associated infrastructure for the improvement of the stability of the Polish electricity network’. Some of them were fully accepted and others were partially taken into account by the relevant institutions.
As a result of this consultation, modifications were made to the original programme. Among the most important modifications are:
- The possibility of carrying out investments on the leased property, with the lease agreement being able to provide evidence of the disposal of the property,
- Clarification of the quality criteria for greenhouse gas emissions expressed in kg CO2 per year, which will also allow smaller capacity storage facilities to be taken into account,
- Update records of EU safety, fire protection and approval standards to comply with upcoming regulatory changes,
- Introduction of a criterion scoring the administrative and technical readiness of the investment at the time of application,
- Clarification of the rules for obtaining subsidies by entities that have won the power market auctions, taking into account the reduction of the remuneration by the value of the subsidy awarded,
- Requirement to provide conditions for connection of the installation to the transmission network at the application stage.
The requirement referred to in the last point means that, at the very beginning of the process, the investor must provide certain documents and information regarding the technical and formal aspects of connecting the planned installation to the national transmission grid. This is a key element in the process of obtaining a connection consent to ensure the compatibility of the project with the requirements of the transmission system operator (TSO) and the security and stability of the electricity system operation.
