In 2025, the "Clean Air" program will undergo significant changes regarding subsidy awards. According to the new guidelines, financial support will depend not only on the property owner's income but also on the efficiency of the planned investment in terms of energy savings and pollution emission reduction. These guidelines will introduce a requirement to have owned the property for at least 3 years before submitting an application, with an exception for cases such as inheritance, where the usable energy demand, at the highest funding level, exceeds 150 kWh/m2/year.
The investment must lead to a usable energy demand not exceeding 120 kWh/m2.
Furthermore, advance payments will be directed to the beneficiary's account, not the contractor's, as was the case in previous years.
Increased subsidy amount
As part of the changes introduced in 2025, the government plans to increase the subsidy amount, especially for individuals with lower incomes. The program is intended to become more accessible to people from less affluent households, allowing for more modernization among those most in need of support. The subsidy may cover up to 90% of the investment costs, depending on the beneficiary's financial situation.
Simpler application process
According to announcements, one of the priorities of the program reform for 2025 is to simplify application procedures. As part of the changes, the waiting time for a decision is planned to be shortened, and the required documentation simplified. Program beneficiaries will be able to submit applications online, and the application assessment system is expected to be more transparent and user-friendly, which will certainly encourage more people to apply for subsidies.
Increased control over subsidy utilization.
The National Fund for Environmental Protection and Water Management and provincial funds for environmental protection and water management may conduct, independently or through external entities, inspections of projects implemented under the program from the date of the subsidy application, during implementation, and during the durability period, i.e., 5 years from the date of project completion. The way the granted subsidy is used, including the location of the project, may be subject to inspection, and the beneficiary is then obliged to provide documents related to the subsidy and the building. In 2025, the intensity of on-site inspections will be expanded.
Cooperation with local governments and non-governmental organizations.
As part of the new changes in 2025, the "Clean Air" program also envisages intensifying cooperation with local governments and non-governmental organizations. Local governments will play a key role in informing residents about available support opportunities, as well as in organizing training and workshops related to the effective use of subsidies.
Education and promotion of the program
In 2025, a portion of the program's budget will be allocated to educational campaigns aimed at promoting the idea of clean air and the benefits of building modernization. The program aims to reach the widest possible group of citizens, especially those who have not yet taken action to improve air quality in their surroundings.
